We would like to point out the role played by the Saudi network in providing advanced banking services to citizens and residents and helping them obtain cash easily and conveniently, which contributed to the customers' reliance on the banking sector significantly, and the Central Bank appreciates the role played by Saudi banks in providing these services, whether by issuing cards or installing ATMs and POS terminals. The Central Bank is currently studying the Saudi network fees to reach a direction that satisfies all parties.

Although the Central Bank had previously issued Circular No. BCT/4593 dated 05/08/1420 H, a copy of which is attached, which includes the obligation not to place restrictions on the issuance or use of Saudi Payments Network cards, it was noticed that some banks placed restrictions on the use of the network, which affected the credibility of the network and caused complaints from many customers.

Therefore, we inform you that the bank must not place any restrictions on the use of the network and remove any existing restrictions, noting that as of 05/12/1420 H, the Central Bank will impose a fee of 6.4 riyals for each rejected transaction above the normal rate determined by the Central Bank if the bank does not commit to removing the existing restrictions.
