  1. The payment service provider shall notify the payment service user of any fees required for using a payments instrument before creating a payments transaction.
  2. The payment service provider may not oblige the payment service user to pay any fees if he has not been notified of the full value of the fees in accordance with the provisions of the relevant Article.
