  1. The payment service providers shall adhere to the financial inclusion principles issued by SAMA when providing relevant payment services.
  2. Payment system operators shall ensure that the principles of justice and transparency are observed; To ensure that engagement in payment systems is available to all members.
  3. Without prejudice to the system and other applicable regulations and in order to achieve the principle of justice and empowerment, SAMA may oblige the significant payment system operator to enable the membership applicant to become a member of the significant payment system or to enable him to obtain membership indirectly through members of the significant payment system.
