<p>The Central Bank received a telegram from His Excellency the Minister of Finance, No. 1/S/2055 dated 03/03/1430 AH, based on a telegram from His Royal Highness the Minister of Interior, No. 13084/3/7/1 dated 02/27/1430 AH. It included His Highness's approval of the recommendations of the committee formed to study the phenomenon of receiving text messages on mobile phones calling for financial donations for charitable projects and requesting their deposit in bank accounts at local banks, as well as the phenomenon of some individuals announcing their account numbers to be used for collecting donations without obtaining official approval from supervisory authorities. His Highness approved the committee's recommendations.</p>
<p>We would like to inform you that the recommendation (First) related to text messages that are not received from service provider companies but rather from some individuals or entities using mobile messaging or internet technology has stipulated that those engaging in such practices should be subject to the instructions contained in His Highness's telegram No. 157993/3/7/1 dated 1427/10/25 AH, which states that soliciting donations via mobile messages and similar means without prior authorization is considered a violation of regulations and instructions. Donations collection is restricted to the headquarters of charitable institutions and organizations or through their bank accounts.</p>
<p>Therefore, we hope you take this into consideration and monitor what may occur, and work on identifying the reported cases through the available announced means or through account movements. Also, ensure that your branches and their staff pay continuous attention and observation.</p>
