Amendment of Responsible Lending Principles for Individual Customers

Based on the powers granted to the Central Bank under relevant regulations, rules, and instructions, and referring to Central Bank Circular No. 99/46538 dated 2/9/1439 AH, which includes the principles of responsible financing for individuals, and based on the correspondence from His Excellency the Chairman of the Housing Program Committee in letter No. 359 dated 8/9/1439 AH regarding government support to enable citizens to own their first home, in support of the program's objectives.
We inform you of the amendment of two articles from the aforementioned principles of responsible financing for individuals as follows:
- Article (14/c) is amended to read: Government assistance received by the client, such as the Citizen Account Program or Social Security, shall not be counted as part of the client's total monthly income. However, government support—contractually documented with the citizen and provided by the Ministry of Housing or the Real Estate Development Fund—may be included in the total monthly income for mortgage financing products.
- Article (15/c) is amended to read: The monthly credit obligations arising from financing shall not exceed (55%) of the client’s total monthly income. However, for clients benefiting from the Ministry of Housing or the Real Estate Development Fund concerning mortgage financing products, the monthly credit obligations shall not exceed (65%) of the client’s total monthly income.
Please take note and act accordingly from this date onward.
