Based on the powers vested in the Central Bank pursuant to Its system issued by Royal Decree No. 23 dated 23/05/1377 AH, and The Banking Control System issued by Royal Decree No. M/5 dated 22/2/1386 AH, and Council of Ministers Decision No. (226) dated 2/5/1440 AH, emphasizing that the central bank is the competent authority by regulation for operating payment and financial settlement systems and their services in the Kingdom, monitoring them, and supervising them. It has the authority to issue rules, instructions, and licenses according to the standards applied by the central bank in this regard. Referring to the regulatory controls on the operations of ATMs and points of sale and the related procedures communicated by." Circular No. 2193/MAT/102 dated 13/2/1419 AH, in order to bolster confidence in the banking sector in general and the Mada service in particular, and to strive toward reducing customer claims on card-issuing banks while encouraging banks to maintain their devices and provide the best tools to fully and accurately complete banking transactions, the following has been decided:
First: The banks and financial institutions are committed to refunding the financial amounts to their customers for incorrect and incomplete transactions correctly across all services "ATM, point of sale, e-commerce transactions" within two working days from the date of the transaction.
Second: Imposing financial fees on banks and financial institutions that did not comply with returning amounts to their clients during the period specified above according to the following table:
