The payment service provider shall, if requested by the payment service user, exert the necessary efforts to keep a watchful eye on any non-executed or defective payment transaction and notify the client of the result thereof, without charging any fees in cases where the payment service provider is responsible for a non-executed or defectively-executed payment transaction or with a reasonable fee in cases where the payment service provider is not responsible in accordance with the provisions of the Regulations.
