The payment service provider issuing a payments instrument shall comply with the following requirements:
A.
Block access to personal security features to anyone, other than the payment service user to whom the payments instrument was issued.
B.
Always provide appropriate means to enable the payment service user to notify the payment service provider of cases of loss, theft or unauthorized use or exploitation of the payment instrument, provided that any use of the payment instrument is prohibited once the notification is sent.

The payment service user shall take all reasonable steps to maintain personal credentials relating to the payments instrument or payments account information service, in addition to informing the payment service provider in the manner agreed in the framework contract, and without delay upon becoming aware of the loss, theft, unauthorized use or exploitation of the payment instrument or payments account information service.
