In reference to Rule No. (500-1-2) included in the Rules of Bank Accounts notified under SAMA Circular No. (65681/67) dated 01/11/1440 H, which includes the requirements for opening bank accounts for government agencies for the purpose of receiving donations for their benefit.

 I would like to inform you that the above-mentioned rule has been amended in accordance with the following: 

1. Amend paragraph No. (1) to be as follows: "The application for opening an account shall be submitted after obtaining the approval of the Ministry of Finance notified through SAMA, provided that it is clarified in the application that the account is offered to receive donations for the benefits of the government entity. 
2. Amend paragraph No. (2) to be as follows: "Determining the names of two persons authorized to sign by the concerned minister or the head of the entity, to be added to them the financial controller in the beneficiary authority, and obtaining copies of their identities and specimens of their signatures certified by the entity and the bank, and in the event of changing the authorized signatories or the financial controller: this shall be done based on a letter from the concerned minister or the head of the entity or his authorized representative to the bank in which the account is opened. 

SAMA also stresses the importance of following up on updates and amendments to the rules, and always relying on the copy of the rules published on its website.
