Reference to SAMA circulars No. BCI/150 dated 29/6/1422H, BCI/97 dated 13/3/1424H, and number BCS/207 dated 5/3/1430H, The previous circulars regarding the necessity of adhering to the rule of not providing any financial or banking information about bank clients or their banking transactions except through SAMA, and that the central bank should be immediately notified of any requests made directly to the banks in this regard, and to obtain prior approval from the central bank before taking any action.
Given the numerous requests received by SAMA from relevant authorities for information not covered under the aforementioned circulars, or from customers regarding their banking relationships with the bank, SAMA wishes to inform that the scope of the aforementioned circulars pertains to any request for information that might directly or indirectly affect banking confidence and confidentiality, potentially leading to risks to the interests of the Kingdom, the bank, its clients, investors, or employees. For other requests related to providing additional information or data, these require review by the bank's relevant legal department, which will decide on the appropriate action regarding the feasibility of providing the requested information. This decision will consider the nature of the request, the circumstances surrounding it, and the regulatory authorities that the requesting parties have, without the need to refer back to SAMA.
SAMA hopes for full compliance with the provisions of this circular and assigns the relevant department within the bank to develop appropriate mechanisms and procedures to operate accordingly. SAMA should be informed of the actions taken in this regard within one month from the date of this circular.
